1-5Vp, 10MHz  +/- 100 ppm (Sine preferred)

This indicates that the external clock can be “off” from 10 MHz by +/- 100 ppm. All frequency measurements are scaled according to the clock. If the clock is not 10 MHz, then the frequencies indicated on the instrument will also be off.
